BACKGROUND

The Zambia Institute of Purchasing and Supply (ZIPS) was established by Act of Parliament No. 15 of 2003 of the laws of Zambia.

The main function of the Institute is to certify and regulate professional conduct of all Procurement and Supply practitioners as well as build capacity for the practitioners in the Purchasing and Supply Profession in Zambia.

The Institute now seeks to recruit suitable, highly motivated and goal oriented professionals to fill the following vacancies:

1.0 MEMBERSHIP AND COMPLIANCE MANAGER (01)

JOB PURPOSE

The Membership and Compliance Manager will be responsible for ensuring that individual and corporate practitioners in supply chain management are duly compliant and regulated according to the Zambia Institute of Purchasing and Supply Act. No 15 of 2003.

Working under the supervision of the Registrar and CEO, the specific responsibilities of the Membership and Compliance Manager shall be:

  • Ensure all procurement practitioners are qualified, registered and duly licenced in accordance with the ZIPS Act:
  • Ensure that practicing licences are issued to Members in the appropriate category within the stipulated time:
  • Ensure that there are compliance inspections for adherence by individuals and organisations to the provisions of the ZIPS:
  • Develop and implement strategies for enforcement of compliance:
  • in liaison with Education and Training Unit, design Continuous Professional Development (CPD) Programmes for Members:
  • Processing applications from organisations that require ZIPS Member professional participation:
  • Ensure effective communication to members on any changes in regulatory requirements:
  • Refer cases of breaches to the appropriate Council appointed committees: Generate and submit periodic compliance reports
  • Process applications of member upgrades:
  • Ensure Member database is up to date
  • In liaison with Finance Unit, develop strategies to avert revenue leakages arising from non-compliance

EDUCATIONAL REQUIREMENTS AND EXPERIENCE

  • Grade 12 Certificate with five (5) credits including Mathematics and English
  • A Bachelor’s Degree in Business Administration/ Law or any Business related field or equivalent professional qualification
  • A Master’s Degree is added advantage
  • A Certificate in Monitoring and Evaluation (M&E) is an added advantage
  • 5 years’ experience of which 2 must be at Management level in a similar role 2 years’ experience in compliance enforcement
  • Paid up member of relevant professional body
  • Proficiency in IT and Microsoft software
