1. PROJECT MANAGER

Reporting to: Program Director

Position Purpose

Responsible for overall project leadership of the Sustainable Rural Water Service Delivery Programme for the 78 solar-powered piped water systems, providing programming and technical implementation guidance across Water Access/O&M, Sanitation and Hygiene, Church and Community Mobilization (CCM), and Monitoring, Evaluation, Accountability and Learning (MEAL). Ensures achievement of the programme's five technical and sustainability pillars, acts as the primary liaison with stakeholders; the Ministry of Water Development and Sanitation, District Councils, and District WASH Committees, and oversees all aspects of the project's operations, donor compliance, government co-financing engagement, and technical direction.

Key Responsibilities

• Oversee the Project Launch and Partnership Inception process and the development of the program design with key stakeholders and ensure it complies and is compatible with the LWI global strategic plan and the Government Co-Financing Framework.
• Provide visionary leadership to the 17-member multidisciplinary project team and oversight of the Circuit Rider/Area Pump Minder (APM) network, fostering a shared vision, strong team culture, and high levels of motivation and accountability.
• Responsible for ensuring programs operate under LWI global quality standards
• Promote inclusive leadership practices that empower staff, encourage innovation, and support diversity and well-being across the district-based technical teams.
• Advise the country office on current Government and global WASH standards, procedures and policies, and lead engagement with the Ministry of Water Development and Sanitation, Provincial Water and Sanitation Officers, District Councils, and District WASH Committees on the Government Co-Financing MoU.
• Take control of project execution and prepare reports in accordance with donor requirements, including quarterly portfolio performance reports and annual sustainability performance reviews.
• Manage the program budget/grant, based out of the Petauke WPA office.
• Responsible for the programmatic delivery of the Sustainable Rural Water Service Delivery Model across all 78 systems, maintaining functionality above 95%.
• Oversee the Circuit Rider/Area Pump Minder (APM) network’s recruitment, deployment, and performance-vesting milestones.
• Report to the Program Director monthly on program progress, including RMU-enabled functionality data.
• Write monthly, quarterly and annual reports per regional guidelines and submit within deadlines
• Manage external consultants and individuals sub-contracted to implement hardware contracts, including migration of the Remote Monitoring Unit (RMU) software and data.
• Develop and maintain relationships with Government stakeholders, church and traditional leaders, and communities across the six project districts.
• Execute other tasks as required for the successful implementation of the program, including guiding LWIZ's potential transition into a Technical Assistance and Advisory Partner.

Education/Experience

• Master's degree in Engineering, Public Health, Development Studies, Water Resources Management, or a related field;
• 8–10 years of senior-level WASH/rural development programme management experience; PMP/PMD Pro certification preferred;
• Personnel/Team management experience
• 3 years’ experience in financial analysis/budget management.

2. SUSTAINABILITY COORDINATOR

Reporting to: The Project Manager

Purpose Position

Sustainability planning, systems strengthening, governance support, and the Government Co-Financing and community-ownership agenda for the 78 solar-powered piped water systems across Eastern and Southern Provinces. Applies the nine-building-block WASH Systems Strengthening framework to guide institutional arrangements, financing, monitoring, and demand-side ownership, working closely with the Project Manager, District WASH Committees, District Councils, the Ministry of Water Development and Sanitation, and Water User Committees to progressively transition the portfolio toward Government and community ownership.

Key Responsibilities:

Sustainability Planning and Strategy

• Apply a structured WASH systems-strengthening approach — covering institutional arrangements, service delivery infrastructure, regulation and accountability, inclusive planning, finance, monitoring, water resources and environment, learning and adaptation, and demand-side ownership - across the 78-system portfolio.
• Lead development of the Government Co-Financing Memorandum of Understanding (MoU) with the Ministry of Water Development and Sanitation, Provincial Water and Sanitation Officers, District Councils, and District WASH Committees.
• Coordinate the progressive Government ownership and handover pathway, tracking national, provincial, district, and community readiness milestones.

Capacity Building and Stakeholder Engagement

• Support training and mentoring of District WASH Committees, Water User Committees, and local authorities on governance, financial management, and sustainable O&M practices.
• Co-organize the Project Launch and Partnership Inception events and quarterly portfolio review meetings convening Government, church, traditional leadership, and community stakeholders.
• Advocate for alignment of the Government co-financing framework with national WASH policy and the emerging hybrid rural water service delivery model.

Monitoring, Evaluation & Learning

• Oversee sustainability-related Key Performance Indicators, including Government Co-Financing Framework establishment, O&M fund performance, and Results-Based Financing (RBF) readiness.
• Conduct annual sustainability performance reviews assessing governance effectiveness, financial management, community ownership, and progress toward Government co-financing and handover objectives.
• Document lessons learned and coordinate quarterly and annual sustainability reporting.

Technical Oversight

• Support integration of Remote Monitoring Unit (RMU) data into the centralized asset management platform to strengthen evidence-based, predictive sustainability planning.
• Promote climate-resilient asset design and siting considerations in coordination with the Civil Engineer and Water Quality Specialist.
• Guide the sustainability transition and eventual handover of all 78 systems to Government and community structures at the end of the implementation period, including LWIZ’s potential transition into a Technical Assistance and Advisory Partner role thereafter.

Environmental and Social Safeguards

• Integrate environmental sustainability, water source protection, and inclusive service delivery (gender, disability, marginalization) considerations into the maintenance and sustainability programme.
• Conduct sustainability risk assessments (technical, financial, and governance) consistent with the five key sustainability risks and implement mitigation strategies.
• Develop and submit monthly reports to the supervisor.
• Any other related duties may be assigned.

Qualifications, Skills, and Experience

• Bachelor's or master’s degree in development studies, community development, governance, or related field.
• Minimum of 5 years’ experience in WASH sustainability, systems strengthening, or rural service delivery.
• Experience working with government systems, NGOs, etc.
• Demonstrated experience in working with local governments, NGOs, and community structures.
