ZICTA is looking for a Quality of Service Engineer who will be responsible for monitoring compliance of all licensed mobile operator’s networks to prescribed technical performance standards as outlined in the Quality of Service Framework and license conditions.

Qualifications and Experience
•At least 5 years’ experience in the telecommunications sector or industry
•Degree in Electronics/Telecommunications Engineering
•Member of the Engineering Institute of Zambia
•Monitors the performance of mobile networks including Quality of Service (QoS) in line with the license framework and the technical standards.
•Maintains a database of performance indicators for each license.
•Develops a mechanism for collecting parameters of network performance and Quality of Service.
•Undertakes technical audits regarding performance of providers with regards to prescribed performance parameters
•Provides periodical performance reports for all licensed operators.
•Provides support on engineering and technology matters as well as participate in appropriate standardization activities.
•Provides technical and maintenance support to the ZICTA Quality of Service (QoS) equipment.
•Assists ZICTA in responding to queries regarding QoS measurements.
•Assists in the development and implementation of departmental policies and procedures to enhance operational efficiency and improve regulatory delivery.
•Keep abreast on QoS technical standards and policy, procedures and trends as per ITU standards for maintaining QoS regulatory delivery up-to-date.
•Develops and maintains a database of performance indicators for each license.
•Provide periodical performance reports for all licensed operators.
•Submits reports on all activities carried-out, including maintenance/ monitoring reports and all other activities that may be assigned;
•Ensure all Quality of Service network elements are regularly maintained and in serviceable state and maintains records of all Quality of Service (QoS) site visit and activity logs.
•Assists ZICTA in responding to queries regarding license network performance.
•Ensures that all operators Billing are connected to the TTMS and comply with TTMS regulations.
•Monitors traffic monitoring statistics.
•Responsible for data querying, data analysing and result verification and network quality of service performance.
•In charge of traffic monitoring (NOC)
•Generates and maintains Traffic Analytic Reports needed for regulatory purposes.
•Manages Contracts and SLAs signed with service provides like carriers and ZNDC storage services.
•Leadership qualities, self-motivated individual.
•In-depth understanding of the ICT regulatory sector.
