Job Purpose


The role is responsible for developing policies, structures and systems to effectively and efficiently manage the ICT resources in the Authority. It will also be responsible for development, installation of management information systems (MIS) in order to facilitate proper storage and retrieval of information including management of software and other information technology systems and initiation of necessary action to add, modify, rehabilitate and extend the ICT configurations towards effective service delivery.

Further, it will be responsible for management, development and maintenance of database in order to ensure availability of information for decision making including the supervision, management of the Local Area Network and maintenance of the PBAX Telephone system of the Authority.


Key Responsibilities


  1. Developing policies, structures and systems to effectively and efficiently manage the ICT resources;
  2. Supervising and undertaking regularly the design, installation, monitoring, troubleshooting and upgrading of networks, and security programmes in order to facilitate smooth operation of ICT infrastructure and ensure data integrity;
  3. Supervising an effectively undertaking project management tasks;
  4. Supervising and undertaking the availability of disaster recovery infrastructure and procedures in order to guarantee business continuity;
  5. Supervising and undertaking timely designing, developing, implementing and maintaining software applications;
  6. Supervising and undertaking effectively the design, development, acquisition and management of application systems in order to promote innovations and efficient service delivery;
  7. Supervising and undertaking the design, development, acquisition and management of database systems in order to ensure highest levels of data security, integrity and availability;
  8. Supervising and undertaking the efficient the provision of ICT Technical support in order to facilitate smooth running of business;
  9. Supervising and undertaking the effective development and implementation of service level agreements with ICT providers in order to ensure quality ICT services;
  10. Supervising and undertaking the effective development and maintenance of the Authority web applications in order to facilitate transactions and access to information.
  11. Providing on-going desk support to staff.
  12. Managing human, financial and other resources in order to attain the objectives of the department; and
  13. Performing any other assignments or tasks that may be assigned.



Knowledge, Skills, Qualifications and Experience



  1. Grade 12 School certificate with at least 5 Credits which must include English and Mathematics.
  2. Bachelor of Science Degree in Computer Sciences or any related field;
  3. Microsoft Certified Professional (MCP);
  4. CISCO Certified Network Associate (CCNA);
  5. Minimum 6 years of experience in the field of ICT of which 2 must be at middle or senior management level

Competencies required for this Role

  1. Hardware and Software knowledge.
  2. Web and Programming knowledge;
