PATH is leading a consortium of partners in the implementation of the recently awarded USAID End Malaria Program (EMP). This is a 5-year Cooperative Agreement. In partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP),  guided by the  National Malaria Elimination Strategic Plan  and in collaboration with the End Malaria Council (EMC), the End Malaria Program (EMP) will build on the PATH learning and momentum achieved as lead for PMI’s Program for Advancement of Malaria Outcomes (PAMO). In line with PMI’s strategy, the EMP will assist the GRZ to accelerate progress toward its goal of eliminating local malaria infection and disease in Zambia by achieving high levels of effective coverage with high-quality malaria control interventions, leading to major reductions in malaria prevalence, incidence, severe disease, and death in four focal high-burden provinces: Luapula, Northern, Muchinga, and Eastern.


PATH seeks to recruit a Provincial Coordinator  who will serve as the senior counterpart to Government at province level, working closely with district authorities and with the Ministry of Health’s Malaria Elimination officers on a routine basis. The  Provincial  Coordinator oversees all PAMO activities at district and community levels, aligning with government strategies and plans, and supporting capacity building for malaria elimination efforts across the three districts.  S/he will draw on technical guidance from the EMP Technical Director based in Lusaka to ensure technical adherence to evidenced based practices.  S/he will supervise the other EMP technical staff. The  Provincial  Coordinator will be based in either Chipata, Chinsali, Kasama or Mansa District and be stationed at the Provincial health office with the EMP technical staff and report to the Deputy Chief of Party.

Key Responsibilities:

  • Manages implementation of project activities at district level, coordinating closely with government and local partner staff in the districts and at community levels to ensure activities are implemented according to agreed pre-elimination work plans and budgets and in conformity with quality standards and national guidelines.
  • Supports District Health Offices in monitoring and reporting of project data, including measures to strengthen management of HMIS and adherence with the overarching project M&E framework
  • Communicates regularly with provincial health office about project progress and bottlenecks, engages authorities in monitoring achievement of malaria milestones, annual work planning and budgeting, coordination of province’s overall malaria plan and problem solving, as necessary
  • Coordinates and provides technical guidance to the EMP team, STTA providers and local sub-contractors in alignment with overall project work plan at province level
  • Supports government to strengthen planning and coordination of multiple malaria stakeholders working in designated districts.
  • Identifies and contributes to selection of sub-grantees and supports development and monitoring implementation of work plans and budgets of sub-grantees; signals any discrepancies between work plans and budgets and project implementation.
  • Represents EMP at provincial and district level meetings
  • Spends at least 40% time traveling to different sites within the designated districts, meeting with stakeholders as well as clients
  • Develops regular provincial reports that will feed into overall project reporting to donor and Government of Zambia.

Required Experience

  • A Bachelor’s degree in public health related field, a Master’s degree in Public Health will be an added advantage.
  • A minimum of 8 years in management role, including supervision and experience in project management of donor-funded projects, at least 3 years’ in the health sector in a similar role working independently at province level, solving day-to-day problems as they arise, and communicating regularly with head office for more strategic issues.
  • Proven team leadership skills, ability to work effectively with multiple stakeholders and across different hierarchies.
  • Excellent representational, and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languages
  • Proven experience managing multiple and continuously changing tasks including being able to problem solve
  • Strong management skills, including use of planning and supervision tools, management of program documentation, budget monitoring and oversight
  • Technical knowledge and experience in malaria prevention programs and/or quality assurance strongly preferred
  • Strong understanding of program monitoring and evaluation, use of HMIS
  • Computer literacy
  • Must have legal authorization to work in Zambia.
