Job Description

Context and history

Since the onset of the Covid-19 disease in Zambia on 18th March 2020, cases have become widespread across the country affecting all 10 provinces in the country. Considering the rapid spread of Covid-19, the government and various stakeholders have taken several steps to mitigate the negative effects of Covid-19 on its people. In responding to Covid-19, Zambia Red Cross Society (ZRCS) in partnership with the Netherlands Red Cross is implementing a 2 year project (Jan 2021 to June 2023) in Chirundu, Solwezi, Kitwe and Livingstone districts. The main aim of the project is Contribute to controlling the COVID-19 epidemic in Zambia by reducing the incidence and spread of Covid-19, morbidity, mortality and reduce the social impact on the communities in the four target districts. The project is targeting an proximately 384 and 575,320 direct and indirect beneficiaries respectively. The project target will include; heath staff, volunteers, covid patients and families, people with chronic diseases and the general public. The project will be integrated and comprehensive with key areas and cross-cutting issues encompassing and focusing on improving case management (care and support), prevention of COVID-19 at community level and National Society capacity building.

2.0 OVERALL PROJECT OBJECTIVES

Contribute to controlling the COVID-19 epidemic in Zambia by reducing the incidence and spread of Covid-19, morbidity, mortality and reduce the social impact on the communities in the four target districts.

2.1 SPECIFIC OBJECTIVES:

  • To Support the helper (RC and HCW) to provide better care and support in the COVID-19 epidemic.
  • Improve case management of COVID-19 at HF and home level.
  • Prevent COVID-19 transmission at the community level.
  • NS capacity building

3.0 PROJECT OUTCOMES

  • Improved Case-management at HF through support with medical equipment and supplies, P
  • PEs for staff and more spacious waiting areas.Improved HBC, contact tracing and surveillance.
  • Improved psychosocial support through capacity building of health staff on PSS/PFA, access, self-care, and referral in case of COIVD-19 signs & symptoms.
  • Improved RCCE for prevention and behaviour change messages, health and hygiene promotion, rumour tracking, community engagement mechanisms.
  • Established WASH (rehabilitation of water points in health institutions/ and handwashing points community and deployment of handwash facilities) and PPEs for volunteers
  • The improved overall capacity of NS branches staff and volunteers for disaster and health emergency response.
  • Improved understanding and application by NS branches staff and volunteers on PGI, PSEA and code of conduct.
  • Improved understanding and application of MHPSS by NS branches staff and volunteers.

ALL project intervention will mainstream crosscutting issues at all levels.  Which includes will include the PSS/PFA and the protection, gender and inclusion (PGI).

4.0 Objective of the Baseline study.

The overall objective of the baseline study is to contribute to an increased accountability, efficiency and effectiveness of the Help the Helper project. The immediate objective of the baseline survey is to generate data and information for guiding planning, implementation, M&E processes and results tracking. Through the baseline survey processes, the project will be informed on the actual situation in the communities and guide the project on best ways to deliver the planned activities for the project through the data generated baseline values will be generated and will assist in the generating setting up of targets that will be used as bench marks to monitor progress.

4.1The specific objectives of the baseline study are:

1. To establish accurate current baseline data for the purpose of programme monitoring and evaluation;

2. Based on the established baseline data, propose SMART performance indicators for the log frame, if the current indicators have shown to be not measurable.

3. To provide a rationale for targets to be achieved in the course of the project planning and implementation.

5.0 Scope of work

The scope of work shall include, but not necessarily be limited to the following:

Prepare a comprehensive baseline study methodology on the help the helper project, demography and socioeconomic data among the target population of the project. The methodology will include but not limited to sampling strategy, sampling size determination, field data collection to capture primary data which includes individual data, Health facility data and Key informats data,  data analysis and reporting writing. Collect and assess reliable qualitative and quantitative baseline data for all programme log frame indicators that can be employed in monitoring and evaluation. Assess the indicators stated in the project logical framework matrix, and revise them where needed, so as to contextualize them in the project context for use to monitor and evaluate the project’s progress and effectiveness both from the perspective of immediate changes (outcomes) as well as long-term changes (impact).

6.0 Evaluation Location: The baseline survey will focus on the four districts where the project will be implemented: Chirundu, Livingstone, Kitwe and Solwezi.

Key activities will include both primary and secondary data collection.

  • Developing the data collection tools.
  • Training and orienting volunteers on data collection tools: HH questionnaires, Key Informant Interview and Focus Group Discussions
  • Pretesting the data collection tools in the target communities to prepare the team to collect the data from the target population.

8.0 Expected Outputs

8.1 Inception report

The inception report will contain the methodology, work plan, team composition and the detailed costs.

8.2 Base line report

  • The first draft of the Assessment report should be produced within Four (4)  working Days of the completion of the field trip and Two days will be given to the team to give input to facilitate the final report with baseline figure.
  • Proposed log frame with baseline figures.

Desired Qualifications

  • PHD or Post graduate degree preferred Public health.
  • Must have extensive experience in research, baseline surveys and evaluations, particularly on the areas of gender, SRHR, child rights and child protection,
  • Minimum of 5 years’ experience in conducting similar studies,
  • Experience in managing and supervising surveys in large scale and ability to ensure accurate information and data and meeting the deadline.
  • Proficiency in statistics
  • Experience in the design of methodology, tools and questionnaires.
  • Past experience in conducting baseline.
  • Experience in data collection and analysis using participatory methodologies Experience in training data collectors,
  • Good interview and analytical skills,

Fluency in English, Ability to work with communities in relevant local languages
