Our current portfolio in Zambia includes work to support health care providers and communities to prevent and respond to malaria, NTDs, and TB, advance digital health innovation, and address global health security priorities.

PATH’s Malaria, Neglected Tropical Diseases and Digital Health teams work directly with national governments in low and middle-income countries to select, adapt and scale appropriate Information and Communication Technology (ICT) for long term use in their country to address health challenges. Our services span the entire software development lifecycle from supporting analysis of digital health needs to the deployment and long-term use of those technologies. The PATH team coordinates closely with government ministries of health, the information and communication technology sector, other global health NGOs and donors to improve the governance, design, development, acquisition, implementation, and sustainability of digital health technologies and approaches.

PATH seeks a  Project Officer  for new project in Zambia who will lead the execution of projects to integrate and strengthen country digital community health systems. The  Project Officer  will provide support to the project team and the Ministry of Health to advance project deliverables, digital tool development, and implementation. This position is a new position and is funded by a new award from the Bill and Melinda Gates Foundation in support of the Digital Community Health Investment.


Responsibilities

  • Work in close collaboration with the Project Director and Senior Technical Advisor, and the rest of the project team to contribute to the projects goals and deliverables.
  • Support the Ministry of Health units involved in developing community digital health tools to assess the needs and specifications to best align the processes most useful digitalization
  • Champion the use of human centred design in the development process
  • Facilitate hosting of developer bootcamps between the Ministry of Health and the technology partner
  • Support Ministry of Health’s active participation in development sprint planning and reviews
  • Support the Ministry of Health to develop clear, compelling technical documentation including implementation guides, roadmaps and technical reports for community health digitization
  • Support documentation of standards, guides, and policy frameworks for digital health interventions
  • Maintain document-related repositories (e.g., meeting minutes, technical deliverables, etc.) and document management processes.
  • Support training of Community Health Workers in tool development and process assessment.
  • Contribute to development and tracking of project work plans, timelines, milestones, resource allocation, and deliverables associated with assigned tasks
  • Actively collaborate with project staff to support the establishment of guidelines, review data systems, and oversee adherence to the Digital Principles, eHealth strategies and standards. Be a champion for data use across different levels of the health system.
  • Foster harmonization of interoperability architectures in support of communication with and between digital systems, and technology standards to improve health system performance.

  • Foster harmonization of interoperability architectures in support of communication with and between digital systems, and technology standards to improve health system performance and promote the use of global goods.
  • Provide technical expertise to the Open Proposal Process by reviewing proposals, identifying opportunities for collaboration between proposals or with other initiatives, and suggesting technical approaches.
  • Provide project management to approved proposals, including managing deliverables for timeliness and completeness, and providing additional technical oversight and implementation support as needed.

Any other duties as may be assigned by the project director.

  • Work with the program team to develop and/or advise on HIS policy guidance and global standards/frameworks distilled from desk reviews and global standards
  • Provide technical assistance to countries and on the design and deployment of digital health infrastructure providing advice to governments, teams, and donors
  • Contribute to preparation of project reports, and presents briefings on proposed and ongoing activities.
  • Support trainings, webinars, meetings, connectathons, interoperability labs, etc.
  • Contribute to development and tracking of project work plan, timelines, milestones, resource allocation, and deliverables associated with assigned projects.

Required Skills

Required Experience

  • Must have a minimum of a Degree in Computer Science, Management Information Systems, Economics, Public Health, or other related field relevant for the project.
  • 5 years of experience working in health information technology/informatics and business process documentation including system requirements and designs, enterprise architecture, hosting diagrams, business process flows, data flows, Gantt charts.
  • S/he would ideally have an in-depth knowledge of community health issues and the public health system in Zambia.
  • Work closely with other program officers to establish and strengthen the elimination agenda
  • Advanced document creation, collaboration and management skills including the use of Microsoft Office (Word, Excel, PowerPoint), Visio or equivalent business process modelling notation (BPMN) skills.
  • Good written and oral communications skills in English required.
  • Public speaking ability, good presentation skills and ability to facilitate training is highly desired.
  • Ability to travel domestically up to 30% of the time.
  • Must have legal authorization to work in Zambia.
