The Higher Education Loans and Scholarships Board (HELSB) is a statutory body established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the administration, granting, investment, payment and recovery of student loans; provide for the administration and granting of scholarships; facilitate the mobilisation of financial resources for loans and scholarships, and provide for matters connected with or incidental to the foregoing.
HELSB is inviting competent, enthused and qualified candidates to apply for the following positions:
1. Loans & Scholarships Disbursement Officer – 2 Positions (1 Lusaka, 1 Kitwe)
a. Principal Accountabilities
? Undertaking timely development and review of the Selection Criteria System in order to enhance transparency, fairness and equity in the selection and award of loans and scholarships to deserving and eligible students;
? Undertaking timely screening and analysis of applications in order to facilitate disbursement of loans and scholarships;
? Undertaking and supervising timely the preparation of Loan Disbursement Reports in order to provide information for decision making;
? Undertaking and supervising periodically the development and review of Loans Disbursement System in order to facilitate loan disbursements;
? Undertaking and supervising regularly the maintenance and updating of the Loan Disbursement Database in order to facilitate storage, retrieval and processing of information;
? Undertaking timely monitoring and evaluation of sectional programs in order to assess their impact and facilitate the development of appropriate interventions;
? Undertaking and supervising the timely development of work plans and performance appraisal and in order to monitor, evaluate and enhance performance; and
? Supervising effectively human, financial and other resources in order to facilitate achievement of departmental objectives.
b. Qualifications and Experience
? Full Grade 12 Certificate; and
? Degree in Business Administration, Economics, Statistics, Public Administration or its equivalent.
c. Skills and Attributes
? Able to write technical and analytical reports;
? Able to communicate fluently in English; and
? Other Skills/Attributes: Computer literate, Tact and diplomacy, Analytical and Interpersonal skills,
