GBV Technical Advisor

LOCATION:  Lusaka, Zambia

Position Overview

The GBV Technical Advisor will work in partnership with the Jhpiego Zambia DOD Technical team, Defence Force of Zambia partners, Government of Zambia counterparts, Monitoring & Evaluation team, and other relevant stakeholders to provide technical leadership and project oversight in the area of gender-based violence (GBV) and gender-sensitive programming for the DOD Project. The Technical Advisor will serve as an expert in developing and strengthening health system interventions at the community and facility levels to prevent and respond to GBV, and will ensure the expansion and improved quality of post-violence clinical care and community-based priority services.

Responsibilities

  • Technically supervise gender-focused program activities including the design, development and implementation of program activities as it relates to gender and GBV, ensuring all gender focused activities are in line with state-of-the-art, globally-recognized best practices for addressing the needs of survivors, including OVCs, AGYW, and military populations.
  • Ensure close collaboration, consultation with, and capacity building for, ZDF and USG staff involved in GBV prevention and response project activities at the community and facility levels.
  • Develop and/or adapt GBV-related evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the project to meet the needs of ZDF, USG, and the Government of Zambia
  • Lead the implementation of regular GBV quality assurance audits to support facility-level quality improvement activities and conduct related site-specific mentorship, as needed
  • Conduct training on first line response to GBV (LIVES) and basic clinical care for survivors, including children and adolescents for facility and community-based health workers
  • Establish and reinforce referral pathways and partnership between ZDF facilities, community-based HIV services, One Stop Shops, community administrative and legal structures to ensure protections for individuals who have experienced GBV
  • Build capacity for gender-sensitive and adolescent-friendly service delivery among ZDF and all project staff
  • Provide direct supervisory oversight and management to field office GBV Technical Officers
  • Establish and implement a system to ensure technical quality of project activities
  • Work with Provincial Technical Officers, health care providers, local authorities, community members and project team members to identify community-based service delivery issues that impede access to care and uptake of services for SGBV
  • Lead the formulation of innovative approaches for scale up of post violence services in DFZ facilities
  • Provide mentoring and capacity building for Technical Officers, organizational staff and healthcare providers in gender and GBV programming, including identification, notification, and linkage services, Male norms and use of services
  • Provide technical and managerial leadership at national level for civil society organizations (CSOs) to support community-based interventions, including social behavior change and community-based group education and dialogues across project sites as required.
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Work with M&E staff to design, implement a plan to track data/results related to GBV services to inform adjustments in project implementation
  • Collaborate with all stakeholders and implementing partners, especially the Ministry of Health, Ministry of Community Development and Social Services, Ministry of Gender, Victim Support Unit and other USG and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document and maintain an inventory of successful tools and approaches for GBV and gender program implementation.
  • Author/co-author abstracts, presentations, and articles for journals and conferences

Qualifications

  • Degree in social work, public health, development studies, gender studies, human rights, health administration, international health or a related field.
  • Medical degree / nursing / master’s degree / related field, will be an added advantage
  • At least 6-7 years work experience in implementing and/or providing technical assistance in GBV health or social welfare programs
  • Demonstrated experience training clinical and community-based healthcare workers on WHO Post GBV Clinical care, Multidisciplinary Management of GBV and first line response to violence (LIVES).
  • Solid experience in project management and leadership of large-scale development/human rights projects
  • Familiarity with USG’s administrative, management and reporting procedures and systems
  • Proficiency in Microsoft Office 365 suite
  • Ability to travel nationally to project sites up to 50%, as needed
