PATH is leading a consortium of partners in the implementation of the recently awarded USAID End Maria Program (EMP). This is a 5-year Cooperative Agreement. In partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP)— guided by the National Malaria Elimination Strategic Plan and in collaboration with the End Malaria Council (EMC)—the End Malaria Program (EMP) will build on the PATH learning and momentum achieved as lead for PMI’s Program for Advancement of Malaria Outcomes (PAMO). In line with PMI’s strategy, the EMP will assist the GRZ to accelerate progress toward its goal of eliminating local malaria infection and disease in Zambia by achieving high levels of effective coverage with high-quality malaria control interventions, leading to major reductions in malaria prevalence, incidence, severe disease, and death in four focal high-burden provinces: Luapula, Northern, Muchinga, and Eastern.
PATH now seeks the services of an Agreements and Grants Manager who will provide contract management, grant-making and operational management to assigned End Malaria Program (EMP), carrying out a wide variety of duties in support of the project work plan. The position requires a strong knowledge of the USAID Rules and Regulations regarding grant management and contract and scope of work (SOW) writing. S/he will be responsible for a portfolio of agreements, and work in close collaboration with programmatic staff to execute the full agreement lifecycle. The ideal candidate will have strong attention to detail, strong organizational and problem-solving skills, be customer-service oriented, and enjoy supporting the overall EMP mission and objectives. S/he will know when to act independently and when to ask clarifying questions to coordinate programmatic efforts. The Agreements and Grants Officer will also play a critical role in the effective operations and execution of the Grants Management team by learning and optimizing both USAID and PATH’s policies and procedures related to contract generation and management and ensuring the alignment to Grants Management best practices. S/he will collaborate with representatives from each assigned activity to review and propose updates with the goal of ensuring consistency, quality, and timeliness in all aspects of processing and management. In this capacity, s/he will report to the Finance and Operations Director (FOD).
Duties and Responsibilities:
- Coordinates with the FOD and programmatic staff to provide full lifecycle grants and contract management, ensuring compliance with project specific requirements and PATH-wide policies and procedures.
- Serves as a key point of contact for new and existing partner inquiries to coordinate all partner communication regarding agreements, technical assistance, and/or content feedback and support. This includes regularly participating in program team meetings, to stay abreast of the implementation plans and other relevant context necessary to support the development and management of related contracts.
- Takes a leadership role in maintaining team accountability and responsibility to goals and initiatives as it relates to partner contracts, agreements, and memorandum of understandings (MOUs).
- Supports the evaluation, documentation, adoption and consistent execution of Grants Management policies and procedures, including content, timeliness and compliance.
- Participates in regular Grants Management meetings.
- Take lead in grants management trainings, as needed
- Conducts research as needed.
Partnership Development, Onboarding and Vetting
- Works with other program staff to develop contract timelines for the fiscal year in alignment with budgets.
- Facilitates potential partner onboarding.
- Supports the partnership diligence and online application process.
Agreements/Grants SOW Generation and Compliance
- Partners with program team and evaluation, if needed, to complete SOW, budgets and other contract related documents, and ensures compliance with policies and process requirements.
- Generates and manages contracts, modifications, and closeouts, including providing guidance and support to appropriate internal and external partners.
Monitoring, Evaluation and Closeout
Reviews reports/deliverables for completeness and coordinates programmatic analysis for subsequent payments.
- In collaboration with Finance team, leverages organizational tools and processes to track financial disbursements, monitors monthly budget actuals vs. forecast, and ensures compliance with internal Finance procedures.
Ensures timely payments to partners
Tracks expenditures and disbursements from other departments that come out of the EMP budget.
- Maintains key related documentation in the appropriate files and systems for agreements/grants, MOUs and other relevant documents.
- Supports in audit preparation as needed.
Acts as a thought partner in executing operations systems and procedures.
Identifies opportunities for increased efficiency and collaborates with appropriate partners, within EMP and across PATH, to ensure seamless utilization of tools and processes.
- Shares recommendations and trends proactively with activity leader.
- Participate in the development of work plans, protocols and tools to enhance efficiency of EMP team processes.
- Assists in making the right information available to the right people at the right time, to ensure that the EMP team understands and can learn from current and past PATH strategies.
- Partners with EMP activity team members to support the development of written and other necessary materials for internal and external stakeholders.
- Attends conferences and training events to maintain currency on topics related to position.
- Required Experience
- Full ACCA/CIMA, Degree in Business Administration or other related fields.
- At least 5 years of overall experience in grants management or operations in a non-profit or philanthropic setting is preferred.
- Good working knowledge of USAID Rules and Regulations on Grants Management
- Ability to convey necessary information accurately, listen effectively, and ask questions when clarification is needed.
- Ability to manage and motivate a team.
- Can effectively cope with change and work independently.
- Proficient in collaborative, interpersonal, written, and verbal communication skills.
- Ability to complete projects accurately and within deadlines.
- Excellent communication skills, orally, and written.
- Good proficiency with MS Office and ERP systems.
- Excellent presentation skills.
- Ability to travel to up to 25% of the time.
- Must have legal authorization to work in Zambia.
