Job Description

The Five-year (2020-2025) United States Agency for International Development (USAID) Local Impact Governance Project (Local Impact) supports the Government of the Republic of Zambia’s (GRZ) decentralization agenda by strengthening local governance and service delivery and by supporting transparency and responsiveness to citizen needs. The project is partnering with national and sub-national government authorities, along with local businesses and civil society organizations (CSOs), to achieve the following three objectives:

Citizens improve their collective skills to effectively assess service delivery needs and performance and constructively engage with government The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia Local Impact is committed to supporting current GRZ priorities to advance decentralization and improve service delivery, directly contributing to sixteen GRZ indicators across the six strategic focus areas of the National Decentralization Implementation Plan (DIP), 2021-2025. The project is partnering with the Ministry of Local Government, the Decentralization Secretariat, and the Ministry of Finance, to ensure that its work in the districts aligns with and supports these GRZ priorities. The Recruitment of this position will be subject to funding.

The USAID Local Impact with technical support from the Humanitarian StreetMap Team (HOT) is conducting a service delivery mapping activity across several districts in Central and Muchinga provinces. To fulfill this activity, Local Impact is recruiting data collectors to carry out the field data collection in twelve (12) districts in the two provinces. It is a requirement that the data collectors be fluent in one or more of the following local languages: Bemba and Nyanja/Namwanga/Mambwe for this work.

  1.  Muchinga Province (Mpika, Chinsali, Isoka. Nakonde and Kanchibiya district)
  2. Central Province (Chisamba, Chibombo, Kabwe, Kapiri Mposhi, Mkushi, Serenje and Chitambo district)

Type:  Short Term Technical Assistance

Contract Name:  USAID Local Impact Governance Activity

Period of Performance:   Between On/around October 1, 2021 – November 30, 2021, for a period of not more than 30 days

Main Purpose of the Job

The purpose of this position is to conduct humanitarian field data collection using OpenStreetMap mobile data collection tools across Chinsali, Isoka, Mpika, Nakonde and Kanchibiya districts in Muchinga Province and Kabwe, Chitambo, Chibombo, Chisamba, Kapiri Mposhi, Mkushi and Serenje districts in Central Province.

Principal Duties and Responsibilities

  •  Support the Local Impact Service Delivery mapping activity;
  • Participate in a structured training on field data collection methods and tools that includes a pilot activity;
  • Required to undergo technical training on the basics of service delivery, identification of study areas, ethics and informed consent, field logistics;
  • Collect field data from the selected respondents and enter the collected data into a software using a phone;
  • Perform other duties as advised.

Place of Performance and Reporting

  • The position will be based in districts and will have 50% reporting to the Local Impact Citizens Engagement Officer, with 50% secondary reporting to the HOT Representative;
  • Local travel will be required in all districts.  A selected candidate must be willing and able to travel by boat, motorcycle or vehicle over secondary roads, depending on the needs of the assigned wards or district.

Minimum Qualifications, Experience and Competencies

  • A minimum grade 12 certificate with credit or better in English; A tertiary qualification will be an added advantage;
  • Ability to interview (read and speak) in English and the local language in the province in which the interviewer prefers to work;
  • Some experience in quantitative and qualitative data collection, and data management will be an added advantage;
  • Familiarity with the use of a smart phone;
  • Ability to follow written instructions and read maps, Ability to meet deadlines and work with minimum supervision, Candidate should have good Interpersonal skills;
  • Must be able to maintain a high level of confidentiality throughout the survey period;
  • Must adhere to ALL data collection Standard Operating Procedures as advised;
  • Ability to safeguard and maintain assigned equipment and other logistics entrusted to you;
  • Show a high level of professionalism and adherence to instructions towards all respondents, teammates and team Lead;
  • Exhibit professional behavior in dealing with the public;
  • Be innovative and proactive in training and field work;
  • Willing to walk some distance between features to be mapped throughout a ward.
