Terms of Reference for the
Production of Short Video and Animations for the “Technical Assistance to China’s ATDC Project”

1. Background
TechnoServe, Inc. has been working in Zambia since 10th November 2010. We design, manage and implement programs that have responded to specific needs of the population, particularly around food processing, business strengthening and development, and analysis and support in key value chains. TechnoServe is legally registered in Zambia as a Company Limited by Guarantee and its name is TechnoServe Zambia Limited.

About the Technical Assistance to China’s ATDC Project
The Technical Support for Agricultural Technology Demonstration Center (Zambia) Project (hereinafter “the Project”) is a three-year Project to be implemented by TechnoServe with funding provided by the Bill and Melinda Gates Foundation (BMGF). The Project aims to provide advise and support to the host country co-operators and the Chinese counterparts of two Agriculture Technology Demonstration Centers (ATDC)—Lianfeng and Instituto de Investigação Agrária de Moçambique (IIAM) in Mozambique and University of Zambia (UNZA) and Jilin Agricultural University (JAU) in Zambia.
The ATDC TA Project was a result of previous collaborative work conducted between the key partners: UNZA, JAU and TechnoServe. The overall goal of the Project is to achieve improved institutional capacity, with the ATDC operating to a clear and relevant strategy. The Project also seeks to build the ATDC’s capacity to pilot and scale technologies in prioritized value chains while also taking initial steps to establish it as a technology hub.
The Project includes two core components delivered in parallel over a three-year period. The first component will support the ATDC leadership and staff to build their management capacity and strengthen organizational functions by following a modified light-touch change management approach, with particular attention to establishing sustainability plans and a diversified funding base. The second component will enhance the ATDC’s capacity to identify, demonstrate, and pilot transformative technologies in the indigenous poultry value chain in Zambia—and ultimately partner with entities that have the incentive and resources to scale-up these proven technologies over the long term.
By the end of the Project it is envisioned that the ATDC will operate effectively as a strong partnership between UNZA and JAU with multiple external partners. There will also be increased commercial/financial sustainability at the center to continue activities after the Project’s conclusion. The ATDC will be recognized in Zambia for having achieved results on the ground in the selected value chain – village chicken – and will have tools, skills, knowledge, to effectively run and expand a Technology Transfer Model.

2. Objectives of the Assignment – Deliverables:
The overall objective of the consultancy is to produce and implement an inspirational marketing campaign that will positively influence the agriculture practitioners and to ensure that the ATDC be recognized as a sustainable and transformative agricultural technology transfer hub

3. Tasks
Consultant selected for this assignment will perform the following indicative tasks:
• Develop the video and animations concept and scenario to be discussed with ATDC Team
• Write the script of the video and animations;
• Present a work plan for the assigned work specifying travelling days;
• Travel to the Luanshya to collect footage and other materials
• Perform appropriate short interviews with the Projects’ major partners, beneficiaries and stakeholders;
• Work on the desired products for this consultancy, including high-resolution videos and excellent quality of the animations graphics and motions.
• Develop a digital marketing plan to promote the ATDC on social media

4. Deliverables/Expected outputs
Proposal on how this campaign will be executed to have highest impact – Creative 90 second pitch video for public engagement should be part of proposal and budget
• Video shooting and editing;
• Narration, translation and subtitles in English where necessary;
• Script development;
• Full usage rights for music (or music for which copyright has been granted);
Highly creative 5-10 minutes marketing video to sell the vision, mission and core values of the ATDC. The video should have an appealing creative edge that sells the vision and special attributes of the ATDC in a way people have not seen before.
Video shooting and editing;
Narration, translation and subtitles in English where necessary;
Script development;
Full usage rights for music (or music for which copyright has been granted);
Animation clip of a story 90 seconds maximum in length in aimed at explaining the ATDC technology transfer model

C. One 25 -30 marketing video documentary in HD
Video shooting and editing;
Narration, translation and subtitles in English where necessary;
Script development;
Full usage rights for music (or music for which copyright has been granted);
One fully-produced clip of a most significant change story 5 minutes maximum in length in 1080p, 2k or 4k (HD) resolution aimed at sharing with national audience including government institutions, local stakeholders, local communities. This should follow the life of one of the project beneficiaries.

D. Social media marketing plan and messages
Campaign digital monitoring with evidence of citizens engagement
A detailed report on all photography and filming locations (GPS points), including names and contact details of all individuals photographed or that will appear on film. The report must include at least seven powerful statements by community members and other stakeholders to be used in reports and fact sheets.

5. Timing and Location
This consultancy will entail up to 12 working days of fieldwork, including travelling and part of editing that requires one to be in the field. The rest of the days will be spent remotely while in constant communication with ATDC Project Team including the 5 days of the consultant receiving feedback from the Technoserve Zambia upon completion of the compilation of the materials. Additional days will include facilitation of the roll out of the produced materials to the public.
Timing: 13th September to 30th September 2021

6. Logistical Support
TechnoServe shall not provide any logistical support. The consultant shall be responsible for bearing all the logistical costs.

7. Eligibility/Qualification of Consultants
The consultant(s) should have:
• Exceptional photography skills;
• Outstanding videography skills;
• Excellent video editing skills;
• Previous experience in producing international quality documentaries with links to previous work;
• Proven ability to work in multicultural environment;
• Ability to adhere to deadlines and flexibility;
• Availability to travel immediately;

8. Copyright and Intellectual Property Rights
In consideration of the fees paid, the Consultant expressly assigns to TechnoServe any copyright arising from the works the consultant produces while executing this contract.
The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from the TechnoServe.

9. Payment Schedule
Payments will be made in two instalments:
30% after delivery of work plan, shooting schedule and scripts;
70% after delivery and approval of high-resolution photographs and one short video/documentary, animations, and project report.
