SNV is a non- governmental organisation that started operations in Zambia in 1965, shortly after the country’s independence and has been a consistent development partner since then. In alignment with Zambia’s Vision 2030 and its Seventh National Development Plan (SNDP 2016-2021), we provide services in the Agriculture, Energy and Water, Sanitation & Hygiene sectors.

Our work includes advisory services and brokering of knowledge, and we support policy dialogue to local organisations. With our activities we aim to upscale and have high impact on development. To accomplish this, we work in partnership with the public sector, private sector, farmer groups, civil society organisations, and other development organisations. Realizing inclusive and sustained development at scale requires systemic change in sector performance and promoting equality. SNV supports local ownership by strengthening the capacities of local stakeholders in development processes for and on behalf of the poor.
Chambeshi Lukanga Sanitation and Hygiene Project

SNV Zambia is implementing the WASH SDG sub-programme known as the Chambeshi-Lukanga sanitation programme in conjunction with two commercial utilities: Chambeshi and Lukanga Water Supply and Sanitation Company together with other five local authorities being Kabwe, Kasama, Mbala, Mpulungu and Nakonde district. With funding from the Dutch Government, the Programme aims to sustainably improve access to and use of sanitation services and improve hygiene behaviours from 2017 to 2022. It is built on three core strategic objectives, namely (1) increasing demand for improved WASH facilities and practices, (2) improving the quality-of-service provision and by (3) improving governance of the sector. The project will contribute to achieving access to safely managed sanitation and improved hygiene behaviour for 200,000 and 260,000 people respectively in peri-urban/urban areas across the five towns.

Brief on the scope of works: development of management model for WASH facilities in public places
The sanitation and hygiene facilities in the public places of Kabwe are managed by Kabwe Municipal Council. Following the baseline survey conducted under the programme in 2019, the results showed that the sanitation facilities are characterised by cleaning and maintenance problems such as frequent blocking of toilets, toilets not in use, unsuitable cleaning standards, and lack of attention to the needs of women. Compounding to this, 70% of the toilet blocks have no running water inside the blocks with water made available through water buckets.
In all the public sanitation facilities, people pay to use the sanitation facilities. Despite this user fee, cleaning and maintenance conditions are below adequate standards.

Against this background, eligible and reputable Firms/contractors/CSOs are invited to express their interest in partnering with SNV and with Kabwe Town Council for the development of a management model for WASH facilities in Public Places of Kabwe town that allows for their efficient and effective operations and maintenance, whilst paying attention to the needs of women and other vulnerable groups.

Anticipated scope of work
• Learn about Kabwe Municipal Council’s public places management challenges to understand their needs, operations and maintenance cost structure, and regulatory/financial parameters
• Review and assess the existing management model used by Kabwe Municipal Council in the public places, identify the strengths and weaknesses of the model,
• Utilise the findings from SNV’s 2019 Baseline report on WASH in public places to understand the challenges in public paces
• Conduct stakeholder engagement meetings to understand how the management model can be improved taking into account the needs and preferences of users, notably women and other vulnerable groups
• Facilitate a learning process in collaboration with the Kabwe Municipal Council senior management to reflect on the current management model and propose a new model
• Development of a new management model for public places tailored to Kabwe’s context but also factoring successful experiences elsewhere
• Provide strategic direction to Kabwe Municipal Council on the steps required to improve their management model in public places, including investment needs.

Selection criteria
Interested organizations that meet the below criteria are invited to express their interest:
• Demonstrated expertise in the WASH sector, with a proven track record in operations and management of WASH in public facilities
• Track record detailing previous works with town councils in the WASH sector, including proven expertise on the councils’ operations in this regard, and proven ability to support and mobilize them towards feasible solutions
• Documented expertise with development/review of management models that have successfully led public places to be operated with optimal efficiency and high hygiene and maintenance standards, whilst addressing the needs of women and other vulnerable groups

• Track record that demonstrates compliance with the 3 selection criteria (maximum 5 pages), and that includes at least 2 references
• Motivation letter (maximum 1 page)

Evaluation process and next steps
Successfully selected institutions will be granted access to the complete scope of works, studies and baseline data and requested to submit a preliminary technical and financial proposal based on which final selection will be conducted. Only selected institutions will be contacted.

Late submissions will not be accepted and SNV Netherlands Development Organisation reserves the right not to evaluate a nonresponsive or incomplete bid.
