The USAID-funded Alternatives to Charcoal project in Zambia, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Environmental Compliance Specialist. This position will be located in the main office in Lusaka, Zambia to start immediately. The purpose of USAID A2C is to reduce charcoal energy consumption in Zambia and catalyze an increase in the use of private sector-led low emissions charcoal alternative technologies and/or fuels (including but limited to LPG, biomass, electric, solar and improved cookstoves) in order to reduce deforestation directly attributed to charcoal production.

Environmental Compliance Specialist:

The Environmental Compliance Specialist leads the environmental monitoring and mitigation efforts and climate risk management of the project. They will work across objectives to minimize the negative environmental footprint of the project and mitigate both environmental and climate risks.

They will design and support mitigation strategies to ensure best practices in environmental compliance are followed as the project works to support alternative energy technologies and fuels to reduce charcoal consumption. The environmental compliance specialist will also work to support any forest governance or livelihoods initiatives to mitigate unintended environmental risks and promote positive environmental outcomes. Beyond environmental impact assessments, they should have experience providing support to natural resource management planning and monitoring. They will lead capacity building efforts with staff, grantees, and subcontractors to ensure a whole team approach to environmental compliance and climate risk management. Familiarity with both Zambian and USAID’s (22 CFR 216, ADS 302) environmental regulations, policy and procedure is strongly preferred.

Qualifications:

  • Master’s degree or higher in relevant field
  • A minimum of five years of environmental mitigation and/or compliance experience on NRM projects; experience working with USAID strongly preferred
  • Proven track record of collaborating with GRZ officials
  • Experience providing capacity building on environmental compliance
  • Demonstrated knowledge of climate risk management techniques
  • Experience monitoring environmental compliance and climate risk indicators
