Position Description

The Chief of Party will be responsible for leading and managing the overall operations and technical direction of the USAID/Zambia Business Enabling Environment Activity. The COP will work closely with the Zambian government, civil society, and local stakeholders to help facilitate private sector investment and trade in rural areas.

The USAID/Zambia Business Enabling Environment Activity is a contract. The solicitation is not yet live and is anticipated to be released in May 2021.

Key Responsibilities

    • Provide overall project vision, technical leadership, and management.
    • Serve as the primary liaison and point of contact with USAID/Zambia.
    • Ensure the completion of timely reports and deliverables as compliant with USAID and US Government policies and procedures.
    • Provide overall project vision, technical leadership, and management.
    • Develop and implement project processes and structures according to USAID’s guidelines.
    • Lead the facilitation of communication with the Zambian Government, local stakeholders, civil society, implementing partners, financial industry associations, and the private sector.
    • Manage the day-to-day management systems as finance and administration, logistics, human resources and strategic operation.
    • Ensure compliance with the terms and conditions of the project’s contract.

Qualifications

  • Minimum ten years of professional experience working with issues related to the planning, designing, and implementation of economic growth and financial sector development activities, preferably funded by the United States Government.
  • Relevant technical background in business enabling environments related to trade, agriculture, energy, eco-tourism and sustainable natural resource management.
  • Strong experience in leading institutional and local capacity strengthening
  • Experience in leading learning and knowledge management agendas
  • Advanced degree in a field relevant to economics, business, development assistance, international affairs, political science, or a closely related field.
  • Demonstrated experience as COP or a similar role managing a multi-year, multi-faceted USAID project of a similar technical scope to the Business Enabling Environment Activity.
  • Prior experience in Zambia preferred.
  • Strong familiarity with economic development in Zambia, the region or Africa; particularly, when it comes the regulatory environments, trade competitiveness, SMEs, and value chains. .
  • Demonstrated experience managing in-country large project staff.
  • Extensive knowledge of USAID operations, regulations, policies, and procedures.
  • Demonstrated experience with building and managing stakeholder relationships with Mission and embassy officials, government officials, and other in country stakeholders to promote technical assistance efforts.
  • Demonstrated excellent communication (both oral and written), interpersonal, and cross-cultural communication skills.
